SUMMARY DESCRIPTION:
At the direction of the chief/and/or associate superintendent of school support and well-being, and in collaboration with other Montgomery County Public Schools (MCPS) staff, works to assure quick, effective responses to assigned schools, including the Montgomery Virtual Academy (MVA) related to instructional leadership, effective teaching and learning, and student performance. The director of school support and well-being (DSSWB) will supervise a portfolio of schools, including the MVA, and will be responsible for coaching, holding the school principals/MVA deans accountable, and building the capacity of principals and deans to improve teaching and learning in schools through modeling and encouraging innovative and effective instructional leadership. The DSSWB will support and collaborate with the principals/deans to ensure day-to day academic and operational functions and that student performance goals align with those of MCPS, ensuring that the needs of all significant stakeholders in schools are addressed. The DSSWB will also provide coaching and professional learning to build the leadership capacity that is specific to teaching and leading in the virtual space and will support and collaborate with the deans of the MVA to ensure the unique academic, operational, technological needs of the MVA are addressed.

CERTIFICATE LICENSE:
Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date.

KNOWLEDGE, SKILLS, and ABILITIES:
Strong understanding of the school improvement planning process, antiracist leadership practices, , leading high performing teams, and leading professional development. Ability to lead and manage a large team of school system experts to provide prompt response to issues related to student performance, within the context of both in-person and virtual learning. Knowledge of virtual learning and instructional best practices, adult learning and proven ability to provide effective professional development. Thorough knowledge of the A&S Professional Growth System including the application of the evaluation process and the leadership standards. Demonstrated ability to motivate, support, coach, and supervise, and evaluate school system employees in both in-person and virtual settings. Thorough knowledge of building the capacity of school leaders for the purpose of improving program quality and instructional practices in closing the achievement gap. Ability to develop principals'/deans' instructional leadership capacity through coaching. Outstanding written and oral communication and analytical skills. Ability to build partnerships among significant stakeholders. Uses educational technologies that support teaching and learning and the monitoring of school progress. Ability to use multiple sources of data to diagnose schools' strengths and needs and provide differentiated support to schools. Knowledge of effective in-person and virtual master scheduling. Knowledge and application of the three MCPS Professional Growth Systems (PGS). Must be proficient with Zoom, Synergy, Google applications, Outlook, and Performance Matters Unify.

EDUCATION, TRAINING, and EXPERIENCE:
Master's degree from an accredited college or university with certification in supervision, administration, or curriculum development. Three or more years of relevant experience with demonstrated experiences in improving student learning for all students and leadership as a school principal, five years' experience preferred. Experience leading, motivating, and managing professional staff, empowering them to creatively and effectively address instructional program needs. Demonstrated systemwide leadership experience and commitment to developing effective local school leadership. Skilled at re-envisioning, building, and managing a team, especially in a time of growth and change. Demonstrates cultural competency and a deep understanding of complex issues facing a large urban district. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills may be considered.

SUMMARY

The Director of Strategic Financial Operations is responsible for providing direction to a team of Finance professionals and leadership throughout the organization on overall planning, monitoring, evaluating, and reporting of the district’s financial current and future performance.

This position will be responsible for collaboration with various District Administrators and staff to devise, develop, and resolve actions that result in improved operational performance, often

through project-based implementation. This involves developing and managing financial analysis procedures, identifying, and prioritizing recommended actions, maintaining metric-driven financial models, developing action plans and business models, using forecasting tools and performing additional analysis (i.e., cost/benefit, root cause), and advising Executive leadership on the prudent financial direction of various projects based on the results achieved from data and analytics.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Build various financial models through the gathering of data from multiple sources, organizing of data sets to make meaning of the information through thoughtful and pragmatic financial modeling and preparing recommendations of that data to inform decision making to achieve insightful suggestions.

  2. Identify key data sources and utilize data-driven insights about important departmental metrics to ensure equitable, cost effective, student-focused, and strategically aligned business decisions. Create, implement, and oversee ROI models and OKRs for key strategic initiatives to provide visibility and accountability to ensure resources are prioritized. Collaborate and support the team in achieving daily, weekly, monthly, and annual goals, KPI’s & financial metrics.

  3. Collaborate and coordinate with teams to perform qualitative and quantitative analyses required for strategic planning and special projects. Prepare results for management and communicate results to management team.

  4. Lead strategic business decisions and work cross-functionally to incorporate initiatives into the District.

  5. Develop, oversee, and execute projects from conception through implementation and close-out, including developing and managing project schedules, resource planning, defining scope, project budget, project risks, communication plans, and collaboration on cross-departmental initiatives extending into community coordination, as project dictates.

  6. Execute project planning activities with appropriate stakeholders, functional leads and appropriate technical teams to align new efforts with current and planned systems and inform other teams of potential impacts to their respective areas.

  7. Employ knowledge of strategic planning process, resources allocations, business systems, process improvements, human resources modeling, leadership technique, production methods and the coordination of people to ensure successful functioning of District organizational practices and systems to achieve equitable utilization of District personnel, funds, materials, facilities, and time.

  12. Serve as a District representative or a member of negotiating teams and as a resource for labor contract negotiations; interact with District negotiator, legislative liaison, and other representatives.

  2. Illustrate effective verbal and written communication skills with an adaptable communication style to suit different audiences. Utilize effective facilitation skills including group discussions. MINIMUM QUALIFICATIONS:

Education and Experience
Bachelor’s degree in finance or accounting or a closely related field from an accredited college or university with experience working in the field of accounting and finance. MBA or Masters in Accounting preferred.
Ten or more years of increasingly responsible business process, system designs or closely related experience; program management experience preferred or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
5+ years of hands-on management experience including hiring, training, and developing a highly engaged service-oriented team.

Licenses/Special Requirements
Valid Washington State driver’s license.

CPA preferred
LEAN Black Belt preferred.
Project Management credential preferred.
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.

Equitas Academy (“Equitas”, “EQ”) was founded in 2009 and now serves over 2,000 scholars across six campuses - four TK-4 elementary campuses and two 5-8 middle school campuses, with more schools opening in the near future. Serving the Pico-Union neighborhood of Los Angeles, Equitas provides a structured, achievement-based community that prepares scholars to graduate from four-year colleges and universities.

About the Managing Director of Schools

Reporting to the Chief Schools Officer (CSO), the Managing Director of Schools will provide equity-driven leadership focused on leadership development and coaching, aligned instruction, professional development, data analysis, and continuous improvement. The Managing Director of Schools will provide direct oversight of School Directors and will work closely with the CSO, Managing Director of Academics, Managing Director of Student Services, network leaders, and teacher leaders related to instruction, curriculum design and implementation, progress monitoring, and development opportunities. This individual must be an experienced and accomplished instructional leader who is compelled by the opportunity to serve scholars and families of our community, be aligned with our mission, and approach all aspects of the work with an equity and inclusion mindset.

Specific Duties and Responsibilities

Visionary Instructional Leadership and Strategy (25%)

  • Support the Chief Schools Officer in overseeing school management and performance of all Equitas schools, fostering a culture of achievement, anti-racism, community orientation, and growth;

  • Assess the effectiveness of the schools using qualitative and quantitative data outcomes to effectively prioritize, plan, and implement improvements, while maintaining a warm, joyful, and inclusive space for scholars.

  • Build on Equitas’ successes to drive innovation and apply research-based best practices which inform instruction, and intervention programs and improve the delivery of support services.

  • Implement the model of Strategic Operator in the relationship between the network office and the schools by defining the network program expectations and the opportunities for school-based design.

  • Apply current research and best practices in school design, school leadership, school turnaround, and school improvement to ensure accountability targets are met and align with the network’s strategic and annual plan priorities and goals.

People Leadership and Growth Development (40%)

  • Manage, develop and lead individual School Directors towards strong talent outcomes such as teacher performance, retention, and staff engagement.

  • Facilitate collaboration among School Directors and school sites to ensure high quality implementation of the schools’ educational design and to promote Equitas’ culture in strong central office and school partnership.

  • Use qualitative and quantitative data to assess leadership capacity, to provide coaching support and to deliver formal and informal feedback aligned to established performance plans and goals.

  • Actively coach and develop School Directors to be effective in their roles and in the management of their teams.

  • Develop and lead professional development opportunities for School Directors and their site leadership teams (individually and collectively) that increase leadership skills, performance, and organizational leadership.

  • Collaborate intensively and strategically with organizational leaders in order to align support to schools and prioritization of student and educator experiences.

Results Orientation and Systems Support (35%)

  • Maximize the use of data in informing instruction and making decisions about student learning and access to ensure systems are in place for school directors to engage in data-driven conversations with their teachers and site leaders.

  • Lead the goal-setting process with school directors to ensure that academic and cultural goals are ambitious, aligned with the vision of Equitas Academy, and rigorous for all scholars.

  • Assess the efficacy and effectiveness of the academic programs through coaching conversations, regular observations and school walk-throughs and support school directors in identifying appropriate resources to ensure alignment in implementation.

  • Establish performance management processes for evaluating the effectiveness of school programs, operational efficiency, and accuracy in the district support and school-level implementation.

  • Create proactive systems that garner feedback from stakeholders (network team members, school directors, site leaders, teachers and staff) to inform school support and school improvement strategy and practice.

  • Ensure that the plan for student culture supports a culture of achievement, aligns with organization values, utilizes restorative justice theory and practices, and maximizes the right balance of warmth and high expectations across all school campuses.

  • Build and manage the system to investigate, respond to, and resolve conflicts, complaints, and concerns of families, community groups and other public stakeholders which have been elevated to the network office.

  • Collaborate with network departments to organize communication and support for School Directors and site leadership teams.

JOB SUMMARY:

This position works collaboratively with the Division senior leadership team, supervisors, school administrators, and teachers to implement the testing, evaluation, analysis and reporting, and records management functions of the Office of Research, Accountability and Strategic Planning. The Director of Research, Accountability and Strategic Planning supports schools in the areas of data analysis, state assessment policies, accountability standards, research and program evaluation, and strategic planning. The Director is part of the senior leadership team and reports directly to the Chief of Staff.
