PRIMARY FUNCTION:   Leads curriculum, instruction and assessment for the district through the lens of equity and inclusion.  Responsible for facilitating student differentiated services including Dual Language, English as a Second Language, and advanced and challenge courses.  Facilitates the full capacity of staff through professional development, evaluation and onboarding of new teachers and support staff. Supervises the leadership of technology and innovation. Fulfills federal and state requirements in the above areas and when necessary, completes all grants,  applications, and reporting. 

QUALIFICATIONS:

  1. License:  Illinois Professional Educator License with endorsement in General Administrative Superintendent endorsement preferred. 
    A.  Required – Masters of Education in Administration and Supervision or Masters of Education in an area of curriculum, instruction or assessment.
    B.  Preferred – Educational Doctorate or Doctor of Philosophy in the areas of administration and supervision, curriculum, instruction or assessment.

  2. Experience: 
    A.  Required – Ten (10) years of successful public school district level leadership experience, which includes three (3) years of leadership at the school level. Proven experience leading other administrators. Illinois Qualified Teacher and Principal Evaluator.
     B.  Preferred – Ten (10) years of leadership in a district level teaching and learning/curriculum and instruction department.  Proven experience leading other administrators. Illinois Qualified Teacher and Principal Evaluator.        

ESSENTIAL PERFORMANCE RESPONSIBILITIES:

Leadership and Vision through Equity 

  • Lead the research and evaluation necessary to determine and improve types of programs needed by the students, staff and schools and makes appropriate recommendations to the Superintendent.

  • Guide district personnel to educational excellence with equity for all, by endeavoring to provide highly effective teaching and learning options for students from every background.

  • Support the establishment of mutual respect and equal human dignity across the entire school community.

  • Provides for continuous evaluation and assessment of the district’s curricular and instructional programs in order to measure their effectiveness and make changes to enhance their impact on student learning.

  • Serves on external committees and boards to support the academic programs and mission of the district and gather information on visions and effective applications in education.

  • Remains abreast of developments and innovations in the field by reading current literature, attending professional society and association meetings and conferences, and discussing developments and problems of mutual interest with others in the field.

  • Evaluates district leaders as assigned by the Superintendent.

  • Keeps informed of and interprets all laws, regulations, statutes, rules and policies affecting the educational services of the district.

  • Leads the Equity Leaders and equity work in the district. 

Programs and Federal and State Compliance

  • Studies all federal and state legislation regarding student achievement and ensures district and school compliance in the areas of services and activities including Elementary and Secondary Education Act and Illinois School and Administrative Code requirements).

  • Assumes final responsibility for the writing of all proposals, the filing of all applications and the reporting requirements for federal and state monies.

  • Evaluates all federally and state funded projects in operation in the district on a regular basis.

  • Compiles and maintains written records and reports on results of all federal projects, and disseminates this information, as appropriate, to other educational institutions, the Illinois State Board of Education and the U.S. Department of Education.

  • Performs, or assigns as appropriate, the duties of the District’s Title I, Title II and Title III director and other state or federal mandated programs.

  • Supervises the Director of Language Acquisition who serves as the state mandated District Bilingual and ESL Director.

  • Supervises all high ability student programming including identification of students, coordination and training of staff and communication with parents.

  • Reports on the status of District programs and services at the request of the Superintendent.

 
Curriculum

  • Provides leadership in curriculum planning and professional development.

  • Provides leadership to facilitate understanding and promote the educational goals of the district.

  • Studies, evaluates, and recommends adoption of new instructional materials, methods, and programs, and assists in budget preparation for newly approved instructional programs as related to instructional supplies, equipment, and materials.

  • Support the development of curriculum and the purchasing of resources to support the wide range of identities of students in the district.

  • Coordinates all formal efforts of the certified staff in projects of curriculum and instruction improvement.

  • Works with administrators, Equity Leaders, specialists, curriculum coordinators and teacher committees in organizing and coordinating grade level and departmental meetings, in order to effect horizontal and vertical continuity and articulation of the curriculum and instructional programs throughout the district.

  • Communicates the approved curriculum to the certified staff and maintains a list of approved instructional materials.

  • Supports the instructional technology vision of Woodland that supports teaching and student learning at all levels through software selection, professional development and delivery, and other district-wide technology planning and policy development as needed.

  • Supports the Equity Leaders and other curricular leaders in their work to facilitate the integration of equity into curriculum.

 
Instruction

  • Provides guidance to and works collaboratively with staff members in the planning, administration and evaluation of professional development activities.

  • Works with principals in the improvement of individual staff competencies to reflect instructional best practices.

  • Collaboratively works with principals and staff on best practice and effective evaluation techniques to improve the instruction provided in the district.  When needed provides training to all staff in the improvement of instructional techniques.

  • Facilitates instructional methods which reflect the needs of the diverse student enrollment through capacity-building activities.

 
Assessment

  • Assumes responsibility for reviewing and evaluation results of District-wide testing programs, and for other evaluative measures used by the schools.

  • Develops, implements, interprets, and communicates the results of the district’s testing program to the entire school staff, to the Board, and to other interested parties.

  • Reviews assessment data to determine equity gaps and develops plans to reduce gaps in student achievement.  

 
Support Staff Professional Development

  • Works in collaboration with school administration and department leaders to determine professional development/training for all Support Staff.

  • Ensures that Directors and school administration facilitate the development of Support Staff throughout the district.

  • Supports school administration and department leaders in conducting quarterly new hire orientation sessions for all Support Staff as requested.

 
Administration

  • Supervises all departmental personnel as assigned.

  • Assists in the recruitment, screening and employment, training, assignment of instructional personnel.

  • Prepares drafts of needed Board policies, administrative rules and status reports for the Superintendent’s review and action.

  • Assists in the development and coordination of the sections of the budget that pertain to curriculum and instruction.

  • Works collaboratively with the schools and other departments in integrating and coordinating individual and collective efforts into a unified program for the district.

  • Studies federal legislation, projects and programs for the possibilities and opportunities they offer for educational grants, entitlements and allocations relevant to the needs of the district.

  • Performs such other tasks and assumes such other responsibilities as may from time to time be assigned by the Superintendent of Schools.

Desired Qualifications: This leader must be able to demonstrate excellence in supervision and administration of personnel and programs in a school setting, particularly in communities challenged by high levels of poverty and cultural diversity. ● Assist administrative and supervisory personnel in interpreting the agreement between the School District and the representative units, and advise on proper maintenance of the various sections and sub-sections of the agreement.

● Advise the Board of Education and the Superintendent of Schools on procedures and proposals for negotiations with the representative units of the School District when requested.

● Advise on the proposals presented during negotiations.

● Participate as a representative of the Superintendent of Schools in such legal proceedings as may be involved in the relationships with the several representative units in the School District.

● Maintain continuing personnel liaison with the schools of the District and the staff of the schools so that the best interests of the District may be served.

● Supervise the District staff benefits program.

● Prepare reports/studies related to the personnel area when requested by the Superintendent.

● Attend meetings of the Board of Education; serve as a resource person when necessary.

● Perform such other responsibilities as may be requested by the Superintendent of Schools and authorized by law.

Requirements:

● A minimum of a Master’s degree in Education or a closely related field at the time of application

GENERAL DEFINITION OF WORK: 

The Assistant Superintendent for Instruction provides leadership and coordination for Pre-K - 12 curricular, assessment, and instructional programs. This Superintendent’s Cabinet Level position oversees all instructional programming as well as programming for Special Education and Student Services, Federal Programs (Title 1, ESOL and World Languages, Homeless, Migrant), Intervention, and Home School. This position ensures full implementation of the division's curriculum, assessment, and instruction model leading to the accomplishment of the ACPS Strategic Plan, Learning for All, and alignment with the key levers of the Virginia Standards of Learning, ACPS Framework for Quality Learning, Professional Learning Community model, and Educator Performance Appraisal. This position ensures full implementation of the division’s Instructional Coaching model.

 

ESSENTIAL FUNCTIONS:

  • Coordinates and implements curriculum and instructional decisions that support the successful achievement of the instructional goals of the Virginia Standards of Learning, the Division Strategic Plan including the Goals, Vision, and Mission of the School Division, and the School Board/Superintendent Priorities;

  • Establishes and monitors standards of performance for the evaluation of student progress and directs continuous evaluation of the instructional programs based upon student performance trend data;

  • Coordinate and collaborate with Superintendent’s Cabinet members to implement and sustain the educational enterprise of ACPS;

  • Monitors effective implementation of curricula, assessment, and instruction in all schools;

  • Oversees the development of all division-level curricular unit frameworks and common assessments;

  • Collaborates on an ongoing basis with the Director of Professional Development to ensure alignment with key instructional strategies and programming;

  • Collaborates directly with principals regarding staffing standards and expectations of structures and scheduling.

  • Supervises multiple directors in the Office of Instruction;

  • Oversees the selection of learning resources for division adoption;

  • Works collaboratively with Department of Accountability, Research, and Technology in the development and monitoring of division-level assessments and benchmarks;

  • Provides leadership for school-based instructional coaching programming that provides content-specific, technological, and pedagogical support for teachers;

  • Leads division initiatives to improve student achievement within all student membership groups;

  • Conducts ongoing evaluations of the instructional programs with appropriate reports to the Superintendent.

  • Provides leadership for intervention services that are coordinated across the school division;

  • Oversees and assists in the development of federal program grants that comply with federal mandates

  • Ensures that federal program regulations are monitored and managed;

  • Manages and monitors all federal program monies;

  • Identifies, recommends, and monitors division-level funds for instructional programs;

  • Coordinates and reviews state reports;

  • Serves as the division’s administrative representative to appropriate curriculum, assessment and instruction organizations

  • Assists in the creation of school board agenda items and the development of school board agendas;

  • Works regularly with the School Board in area of assignment;

  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Graduation from an accredited graduate program with emphasis in curriculum and instruction required; Doctorate degree in school administration, curriculum and instruction or a related field preferred. Minimum of 10 years of successful teaching and administrative experience, with leadership experiences in increasingly responsible roles in education. Must hold or be eligible for a Virginia teaching license with endorsement in Administration and Supervision PK-12. Such alternatives to the above qualifications as may be appropriate and acceptable will be considered.

Roles and Responsibilities 

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate: 

  • Provides leadership and coordination for the offices of Special Education, Diagnostic and Prevention Services, Student Services, and the related programs that support student performance, including special education, school counseling, student registration, health, student mental health, social work, student assistance, attendance, homebound, assessment, diagnostic services, psychological services, parent resources, and community outreach services.

  • Guides the Student Services Department’s focus on prevention and intervention approaches in schools to promote a safe, welcoming, affirming, and academically rigorous learning environment for all students. This includes addressing the academic, behavioral, social/emotional, and health needs of students through Positive Behavioral Intervention and Supports (PBIS), mental health and wellness, academic and career planning, specialized reading instruction, restorative practices, McKinney Vento services, and behavior assessment and intervention team planning. 

  • Provides oversight for consistent implementation of policies and procedures for special permission, homebound services, religious exemptions, kindergarten exemptions, Medicaid reimbursement, and tuition requests; interprets and promotes understanding of federal and state laws and regulations to ensure compliance; analyzes Student services policies, regulations, procedures, and practices to identify recommended and required improvements. 

  • Communicates effectively with all stakeholders; leads collaborative efforts with other departments, the Special Education Advisory Committee, county agencies, as well as not-for-profit and private partners. 

  • Assists the Superintendent in developing a comprehensive annual budget that exemplifies school board and division strategic goals; manages and monitors expenditures to ensure compliance. 

  • Attends Board meetings and prepares reports for the School Board as the Superintendent may request; performs related work as required and all other duties as directed by the Superintendent. 

Qualifications 

Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable. 

Education 

Master’s degree in education, school administration or related field; Doctorate preferred

Experience 

  • Extensive successful experience in school administration and teaching or related field; special education administration experience preferred 

  • Successful experience that demonstrates a high level of reliability, strong organizational skills, attention to detail and good judgment in professional matters 

  • Experience working effectively with licensed and non-licensed staff, parents and other community stakeholders 

Licenses and Certifications

General Definition of Work: 

The Assistant Superintendent for Community Engagement ensures an effective partnership among Albemarle County  Public Schools, families, volunteers, and community partners, leading to the accomplishment of the ACPS mission  of Learning for All. GENERAL SUMMARY

QUALIFICATIONS

Education & Experience

  • Education:  Bachelors' Degree required; Masters' Degree in Business, Finance or related field preferred

  • Experience: Previous successful experience at the administrative level required.  Previous successful experience in a K-12 school finance system preferred.
