SUMMARY DESCRIPTION:
Under the direction of the chief of school support and well-being, the associate superintendent of school support and well-being provides direct targeted and differentiated supervision, coaching, and evaluating of principals of high impact schools as defined by the following multiple measures: FARMS Rate/Title 1, Focus Schools, novice principals, wellness data, and school performance data; provides direct targeted and differentiated supervision, coaching, and evaluating of principals of special schools. The associate superintendent ensures a quality education for every student by supervising, coaching, supporting, and evaluating directors of school support and well-being (DSSWs) and ensuring every school is led by principals who demonstrate exemplary instructional leadership and efficient fiscal and operational management; promote equity and cultural responsiveness; and foster safe, caring and supportive school learning communities. Builds the capacity of DSSWs to select, support, and evaluate principals in their roles as instructional leaders day-to-day and over time. Builds synergistic partnerships among principals, parents, businesses, and other community stakeholders in the educational process. Is responsible for, and monitors, systemic school improvement processes to ensure school performance goals are aligned to local, state, and national accountability standards and address student and adult learning needs. Manages and facilitates the processes for the selection and evaluation of principals and holds DSSWs and principals accountable to improving the conditions of teaching and learning in each of their schools. The associate superintendent is responsible for ensuring the district's mission and goals are achieved, while collaborating with district personnel and other executive staff members to ensure consistency of practice and prioritization of resources focused on academic achievement and equitable practices for all. As a member of the senior leadership team, the associate superintendent ensures that DSSWs, with districtwide collaboration, provide differentiated and targeted support for principals to be effective instructional leaders.

CERTIFICATE LICENSE:
Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date. 

KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of state and federal public-school laws and the policies and regulations of the Montgomery County Board of Education, and the MCPS Program of Studies. Thorough knowledge of the A&S Professional Growth System and the Professional Standards for Educational Leaders, including implementation of the evaluation process and the leadership standards. Demonstrated ability to motivate, support, coach, supervise, and evaluate school system employees. Thorough knowledge of building the capacity of school leaders to develop and deliver programming that improves academic performance for all student populations and foster a culture of engagement with staff, parents, and community. Ability to develop principals' instructional leadership capacity through coaching and job-embedded differentiated professional development. Knowledge of school operations and the PreK-12 school curricula. Ability to use multiple sources of data and educational technologies to diagnose strengths and needs of individual schools and school clusters to provide differentiated support to schools. Exceptional conceptual, analytical, organizational, and management skills. Excellent oral and written communication and interpersonal skills. Ability to build coalitions among diverse stakeholders.

EDUCATION, TRAINING, and EXPERIENCE:
Master's degree from an accredited college or university in educational administration, supervision, or curriculum development. Doctorate degree desirable. Three or more years of relevant experience with demonstrated experiences in improving student learning for all students and leadership as a school principal; five years' experience preferred. Demonstrated system wide leadership experience and commitment to developing effective local school leadership. Experience in planning for and implementing systems that establish, track, and evaluate achievement of desired outcomes. Demonstrated success in implementation of the A&S Professional Growth System and coaching and supporting principals in goal setting and planning and development of action plans that will assist school leaders in meeting instructional leadership objectives and schools to meet performance goals. Proven ability to develop and deliver programming that drives improved academic performance for all student populations. Experience with leading vertical articulation to prepare students to successfully transition to the next school level and strengthen the effectiveness of feeder patterns. Skilled at re-envisioning, building, and managing a team, especially in a time of growth and change. Demonstrates cultural competency and a deep understanding of complex issues facing a large urban district. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

This position supervises the organization, planning, implementation, monitoring, and evaluation of the Department of Special Education as it carries out its function of providing high-quality student-centered services to students, families, and schools. This position provides leadership and support to central office and school-based leadership site administrators in the implementation of Division policies and legal mandates related to Special Education. Additionally, the Associate Superintendent of Special Education is responsible for establishing expectations for quality instructional practices specifically as it relates to meeting the unique needs of diverse learners to advance academic outcomes.

Essential Responsibilities Include:

∙ Serving as the principal advisor and assistant to the Deputy Superintendent and Superintendent in the areas of special education.

∙ Leading, building, and retaining an engaged, committed and excellent team actively promoting a culture of accountability and growth.

∙ Ensuring delivery of effective special education services to individual schools to assist in meeting instructional, behavioral, and social-emotional needs of students with disabilities.

∙ Representing PWCS on department specific matters at the national, state, regional, and local levels.
