HEMPSTEAD SCHOOL MONITOR JOB DESCRIPTION
The New York State Education Department is seeking candidates for a School Monitor, in the Hempstead Union Free School District located in Hempstead, N.Y. The incumbent of this position will be responsible for monitoring all schools within the Hempstead Union Free School District. Duties of this position include, but are not limited to, the following:
● Work with school district to ensure State school aid is utilized efficiently and effectively;
● Oversee the reorganization processes for the school district and Nassau BOCES;
● Provide intensive technical assistance to the school district related to fiscal health and internal controls;
● Manage both the fiscal oversight and transportation safety aspects of the Office of Pupil Transportation;
● Work with Nassau BOCES to facilitate the use of shared services throughout the State, and permit the use of Nassau BOCES aid where applicable under the statute;
● Manage the Smart Schools Bond Act program;
● Meet with the Board of Regents, Commissioner, State Legislators and others to discuss the Regents Proposal on School Aid; and
● Supervise staff in the office of Educational Management Services.
The School Monitor, to the extent practicable, shall have experience in 5 school district finances and one or more of the following areas:
(a) elementary and secondary education;
(b) the operation of school districts in New York;
(c) educating students with disabilities; and
(d) educating English language learners.
The School Monitor shall be a non-voting ex-officio member of the board of education. They shall be an individual who is not a resident, employee of the school district or relative of a board member of the school district at the time of his or her appointment.
Public hearings: The School Monitor shall schedule three public hearings to be held within sixty days of his or her appointment, which shall allow public comment from the district’s residents, students, parents, employees, board members and administration.
Financial plan: The board of education and the School Monitor shall develop a proposed financial plan for the two thousand twenty-two thousand twenty-one school year and the four subsequent school years. The financial plan shall ensure that annual aggregate operating expenses shall not exceed annual aggregate operating revenues for such school year and that the major operating funds of the district be balanced in accordance with generally accepted accounting principles. The financial plan shall include statements of all estimated revenues, expenditures, and cash flow projections of the district.
Academic improvement plan: The board of education and the School Monitor shall develop an academic improvement plan for the district’s two thousand twenty-two thousand twenty-one school year and the four subsequent school years. The academic improvement plan shall contain a series of programmatic recommendations designed to improve academic performance over the period of the plan in those academic areas that the commissioner deems to be in.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have:
Bachelor’s degree or higher AND six years of professional level experience in educational administration where the primary duties (greater than 50%) involved education finance, education finance research, or fiscal management. This experience must have been within an elementary, middle or secondary educational institution, or in an educational oversight agency. Three years of this experience must have been at the supervisory level; or one year of the experience must have been at a managerial level. A Juris Doctorate or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Examples of non-qualifying experience include, but are not limited to, experience as a K-12 Classroom Teacher, Tenured College Professor, Adjunct Professor, Graduate Assistant, Teaching Assistant, School District Official or School District Administrator in which the primary duties (greater than 50%) DID NOT include education finance, education finance research, or fiscal management.
