Director of Pupil Services - Windham Public Schools - Willimantic - CT
Director of Pupil Services located at Windham Public Schools. This outstanding educational leader will provide dynamic and visionary leadership pupil services. In addition, a leader is sought who is committed to fostering high expectations for students with diverse learning needs, facilitating high quality instruction and service delivery, integrating technology effectively to support learning, and establishing positive partnerships with parents and families in a diverse, urban district. The Director will work a twelve-month year, receiving compensation, fringe benefits and vacation as set by contract.

- Minimum of five years successful administrator experience; urban education preferred.
- Prior Central Office experience in a diverse, urban district is highly preferred.
- Previous supervisory experience of special education programs is required.
- Excellent communication and interpersonal skills (oral & written).
- Minimum of 5 years successful full time teaching experience.
- Connecticut comprehensive special education certification (065) or (165) or (265) or (61) or (070), and Connecticut intermediate administration supervision certification (092) are required.
- Master’s degree from an accredited college or university.
- Evidence of strong instructional leadership preferably in urban education.
- Bilingual Skills (English/Spanish) language skills desirable.
- Expert knowledge of federal and state laws regarding SPED, 504, Title IX and Individualized Education Plan requirements and standards is required.
- Responsible for formative and summative evaluation and supervision of special education related services staff including Assistant Director of Pupil Services.
- Responsible for tasks associated with Special Education
- Responsible for Pre-K – 12 special education programs with focus on effective inclusive practices and specialized instruction, behavior intervention and evaluation, transition services, assistive technology and data collective/evaluation.
- Responsible for system-wide implementation, monitoring and evaluation of programs, services and individualized plans for eligible special education students in compliance with IDEA, CT Statute 10-76, Section 504 and any and all other related and applicable law.
- Must have expert knowledge of Connecticut Teaching Competencies, special education methods and materials, and best practices in curriculum and instruction for reading, mathematics, language and social skills development.
- Must be an effective communicator, facilitator and mediator, able to interact with a diverse constituency to achieve productive, cooperative program outcomes for students.
- Maintain all Special Education records and submit all reports to state and federal agencies as they relate to Special Education and Pupil Personnel Services areas.
- Assume responsibility for the implementation and monitoring of the health services, psychological, speech, occupational and physical therapy, and related services.
- Assist in budget preparation and presentation for Pupil Personnel Services with appropriate staff and monitor the approved budgets.
- Coordinate the program evaluation and planning components of the school district, as well as writing grants.
- Work with the Superintendent to coordinate and monitor the implementation of all Special Education programs, including the recruitment, assignment, and the evaluation of all staff members.
- Interpret the goals and objectives of the Pupil Personnel Services Program to the community, the professional staff, and the pupils.
- Assist the Superintendent in staff development by coordinating the school district’s staff development projects.
- Work with the Superintendent to implement a viable system of parent involvement and community relationships.
- Implement the school district’s policies as related to affirmative action.
- Prepare and revise policies and procedures as required.
- Orient new staff regarding special education programs for students, policies and procedures.
- Consult with parents of exceptional children.
- Provide procedures for homebound instruction.
- Serve as district-wide 504 coordinator.
- Prepares for special education administrative reviews, mediations and due process hearings.
- Serves as Title IX district coordinator.
- Initiates and develops education programs and supportive services to meet the needs of exceptional children.
- Direct, organize, supervise, assess, improve, and develop special services and the Special Education curriculum, instructional practices, and learning resources.
- Reports to Superintendent and the Assistant Superintendent.
