Position Summary: The Deputy Chancellor for Community Empowerment, Partnerships, and Communications is a critical member of the Chancellor’s leadership team. Under the executive direction of the Chancellor, with the broadest scope for the exercise of independent initiative and judgment, the Deputy Chancellor leads strategic planning, communications, and external relations/affairs for the Department of Education (DOE). On behalf of the Chancellor, the Deputy Chancellor manages and leads the development and implementation of policies, goals, objectives, practices, and procedures in support of the mission and priorities of the school system, with a focus on community engagement, family empowerment, public relations, and intergovernmental relations, communications and translation & interpretation for the Department of Education (DOE).

The Deputy Chancellor serves as the chief advisor to the Chancellor related to strategic communications, external affairs, and community engagement/empowerment aligned to the goals, objectives, and priorities of the Department, the Chancellor, and the Mayor.


The Deputy Chancellor for Community Empowerment, Partnerships, and Communications has overall responsibility for developing and maintaining cooperative relationships across a diverse network, including internal and external stakeholders and constituents, the Panel for Educational Policy, various DOE and governmental agencies, and media outlets and channels, aimed at clearly communicating the DOE’s efforts to achieve systemic educational improvements and expand equity and opportunity for all New York City families. Performs related work.

Key Relationships: Panel for Educational Policy, Citywide and Community Education Councils, Chancellor’s Parent Advisory Council, Education Council Consortiums (ECCs), community-based organizations, faith-based organizations, elected officials, other external offices, City agencies, media outlets, and reporters.


Responsibilities
Family Empowerment

  • Oversee and support efforts with school communities, families, parents and caregivers, elected officials, community advocates, faith-based leaders, and organizations to create new and enhanced opportunities for parent participation and empowerment that leads to authentic voice and feedback to DOE central, field, district, and school-based leadership.
  • Create and enhance opportunities for parents and families to receive accurate and timely information, as well as offer meaningful input, feedback, and dialogue as new policies are envisioned, created and implemented, through regular engagement with Citywide and Community Education Councils, and other DOE parent and community structures.
  • Develop parent/community empowerment policy and communication strategy that includes regular updates to parents and community members on system-wide initiatives.
  • Represent the DOE at meetings with parents, school staff and teachers, students and community constituents (including faith-based organizations, community-based organizations, and business leaders) to share information and solicit feedback on system-wide initiatives.
  • Create effective systems and structures of collaboration that leads to learning, sharing, and prioritizing family empowerment work throughout the Department of Education.


Community and Intergovernmental Partnerships

  • Oversee the development and implementation of outreach strategies and policies to increase public awareness and understanding of Citywide and Community Education Councils, including targeted strategies to reach non-English speaking parents and parents with disabilities.
  • Guide the design of evaluation metrics to gauge the success and continuous improvement needs of overall management and implementation of Citywide and Community Education Council activities.
  • Identify and work closely with parent leadership and community-based organizations in NYC to solicit feedback, support, and best practices to regularly improve council effectiveness and impact.
  • Interpret and ensure compliance with legislation, regulations and guidelines related to the Panel for Educational Policy (PEP).
  • Provide regular briefings for Panel for Educational Policy Members, City Hall, or internal stakeholders on items coming up on PEP agendas.
  • Direct staff to ensure the provision of logistics for monthly Panel for Educational Policy meetings by acquiring space, arranging NYPD security, securing the services of community volunteers to staff meetings, and arranging for public attendance/comment.
  • Direct staff to ensure that public content on Panel for Educational Policy website is managed and updated regularly, which is governed by strict timeframes and protocols as per Education Law.
  • Brief the Chancellor and other relevant Department of Education offices on key PEP issues as they arise and contribute to their preparation for PEP meetings.
  • Provide policy advice to the Chancellor on the impact of City, State, and Federal legislative and regulatory education agendas related to educational programs and funding sources.
  • Develop and enhance collaborative efforts across the DOE and with national, state, and local partners for securing legislative, fiscal and other resources from Federal, State, and City legislators and governmental agencies, as well as from private, philanthropic, or nongovernmental sources.
  • Lead efforts to deepen collaboration and secure the cooperation of the State Education Department, the U.S. Department of Education, Board of Regents of New York State, and other relevant City, State, and Federal agencies in providing equitable resources to and appropriate accommodations for New York City schools, students, staff, and system.
  • Engage local, state, and national public interest groups, e.g., Council of Great City Schools and New York State School Boards, to identify and promote mutually shared legislative initiatives.
  • Direct the development and dissemination of informational materials to keep legislators apprised of DOE initiatives and activities. Meet with local, state, or federal policy officials to discuss key DOE priorities, programs, or initiatives and answer their questions.
  • Develop and maintain relationships with stakeholder organizations, including community-based organizations, advocacy organizations, parent organizations, and other critical stakeholders.
  • Provide oversight and direction, ensuring that adequate translation and interpretation is provided throughout the agency to support Multilingual Learner families and communities. 

Communications

  • Provide strategic advice to the Chancellor, the Chancellor’s leadership team, and other high-level school administrators on the public relations impact of policies, procedures, and programs and determine appropriate communication strategies.
  • Work with the Chancellor, key senior staff and other relevant communications staff from City Hall and City agencies to develop and implement long-term communications strategies, including the execution of media strategies across multiple platforms.
  • Direct the preparation of all collateral and briefing materials for participating DOE officials for media briefings and press conferences.
  • Direct the preparation of speeches, press releases, and testimony briefing documents for the Chancellor, Deputy Chancellors and senior-level staff on a variety of newsworthy topics.
  • Serve as or direct staff in serving as spokespersons for or intermediaries between school administrators and officials and the media in order to provide information on a variety of issues, instructional programs, and administrative operations.
  • Identify newsworthy stories on the school system to present to the news media.
  • Interact with press in representing, reflecting, advocating for, and defending the priorities, policies, and initiatives of the DOE, the Chancellor, and the Mayor.

Preferred Qualification Requirements:

  • Baccalaureate degree from an accredited college or university.
  • Ability to think strategically to design and implement large-scale organizational initiatives.
  • Knowledge of the mission and philosophy of the Department of Education.
  • Knowledge of Department of Education program policies, procedures, organizations, issues and initiatives.
  • Ability to manage policy research on difficult, complex, controversial, and sensitive issues affecting public education.
  • Ability to generate initiatives and ideas helpful to the school system and supportive to the accomplishment of its mission.
  • Excellent written and spoken communication skills. Ability to clearly and effectively articulate issues and challenges, and generate recommendations covering matters of policy and organizational implementation.
  • Ten (10) or more years of professionally responsible experience in internal and external relations, partnership development, parent and community advocacy, communications and marketing, or in other closely related fields; or a satisfactory equivalent.

Salary: $198,000+
